Emergency medical services (EMS) providers such as ambulance agencies have a great responsibility to take quick action during times of medical emergency. This may include administering a controlled substance in the course of providing emergency medical care to save a life. While administering emergency medication is part of the job, providing tight controls with all medications, especially controlled substances, is critical to worker and patient safety.
The Controlled Substance Act (CSA) regulates the manner in which all controlled substances must be handled and disposed of to meet DEA compliance. Until recently, the CSA was lacking in direction to EMS providers and pharmaceutical waste. The Protecting Patient Access to Emergency Medications Act (PPAEMA), was signed into law on November 17, 2017, which contains specific language to address the EMS community and proper pharmaceutical waste disposal procedures.
The PPAEMA includes language that allows ambulance agencies to obtain an individual DEA registration which allows all emergency medical service personnel to administer controlled substances when appropriate. Due to the fast paced environment of EMS service providers, maintaining an efficient and safe practice of handling and disposing of controlled substances can still be challenging.
